At the Royal Palace at Vizima, play with the Nilfgardian Noble as soon as you are able to beat him to obtain his gwent card as he may not be there later. There also is the quest item book which tells you how many cards are missing in which territory. And i can't exactly leave to find better ones. The decision to play her had GOLD letters so I know she has a cool card but she doesn't. This is a tough collectible achievement.
